1) Naruto Uzumaki
I mean…duh, it’s Naruto, he has 6 Paths Sage Mode, Kyuubi helping him, and a bunch of other things, of course he’s the best.
2) Hashirama Senju
Again, duh, it’s Hashirama, his True Several Thousand Hands is just stupid, not even bringing up the other Wood Style jutsu.
3) The Third Raikage (no name ever given)
This guy is pretty insane, purely for his defense, yeah he’s strong, his 1 Finger assault took out all 8 of Gyuki’s tails, and he’s frighteningly fast, but that wouldn’t put him above Minato(who teleports, thus is “faster” and can dodge being hit) that he can take a rasengan and not even feel it though, that’s it. The only things that we see do any damage to him was himself(which no one figured out but Naruto with information from Gyuki) and the Rasenshuriken(which did hurt him, but he healed it in seconds thanks to Edo).
4) Minato Namikaze
What can I say Teleportation is OP. As long as he can react he’s basically untouchable, and he can teleport other things, not just himself, so even large area attacks he can just teleport miles away. He’d have trouble with some of the more defensive people lower down(like the Kazekages) because of his battle style, but overall I’d say he’s stronger.
Tobirama is a hard one to place, we know a lot of miscellaneous things about him(he made the ANBU for instance), but his fighting feats are very vague, he lost to the Gold&Silver brother’s force, and those two aren’t considered that strong, but there were 20 in there group, and when he fought Obito he was in more of a support position. He has Harishin like Minato, but his is notably weaker by his own admission, he made the Shadow Clones but never uses them to the effect Naruto does, he made a very weak Edo Tensei but again, it was weak and you can’t really use it in an open battle, plus he doesn’t use it at all anyways. Still though, he had Harishin, his water style was amazing, he fought and survived Madara, and killed his brother Izuna. So this is where I’m putting him.
